While on the subject of Promotions Sir. in paragraph 2

the question of appointments of

gazetted Officers is referred.
Why should there have been
appointments so made and from outside the Colony?
Why weren't selected members of the ranks chosen, such men,
and there are several, are to be found in our ranks and quite
eapable too?
The recent report from the Salaries Commission stresses
the point that in future no one from outside the Colony would be
appointed to a post unless it was impossible to find someone
locally capable of filling the post. If none of the local born
were capable of filling the post surely from an economical point
of view and a democratic one based on the Imperial Government's
directions, those serving in the ranks should be selected?
Since the said Salaries Commission report has been
published we have had a Mr. CLUNIE - ex Palestine Police
appointed. Rumours of others coming is rife.
It would appear from the circumstances that it is only
amongst the non-gazetted ranks that "local borns" are to be placed
on the same footing as we, salaries being the same less expatriation
pay.

I would like to reiterate the point I brought up regarding
the Salaries Commission report.
I have made a further study of the part relating to
salaries for the European Inspectorate being for years of service,
and cannot find any other interpretation can be applied to that of
hich I stated to you gir.
In reply to the form A-C which, in common with all, I receive.
-d, I rolled accordingly as above and the answer I received is rather
a garbled one, but, from seme I find I will be no better off then as
atated in Form A-0.
I have 20 yours service and claim that should I opt to the
new scheme I should receive the maximum Inspector salary I am two
increments down ).
